Abstract

The persuasive communication of diplomatic lobby usually has a significant impact on international relations, due to its direct influence on the political decisions of other States and the way in which the State they represent is perceived on the international stage. The objective of this work is to demonstrate whether diplomats make use of a variety of strategies, such as the promotion of agreements and treaties, persuasion, negotiation and lobbying, in order to exert influences in international public diplomacy.

The research is informative with an analytical methodology since it is based on the general knowledge of a reality, diplomatic lobbying, to make the distinction, knowledge and classification of the different essential elements that are part of it.

It was found that diplomatic missions lobby as a legitimate part of the political process and on important issues to guarantee that the interests of the State they represent are heard, given that public diplomacy allows the positions of a State to be effectively communicated and projected in relation to the main international issues and initiatives.

The conclusions corroborate the initial hypothesis that diplomatic lobbying has a significant impact on international relations due to its direct influence on the political decisions of other States and the way in which another State is perceived on the international stage

Ana Belén Olivier-González is a professor and researcher affiliated with the Camilo José Cela University, specializing in the fields of communication, public diplomacy, and international relations. Her academic work focuses on the analysis of strategic communication processes in institutional and political contexts, as well as on the study of persuasion, lobbying, and the construction of narratives in the international arena. She carries out her teaching activity in university programs related to communication, international politics, and diplomacy, contributing to the training of students in the critical analysis of contemporary communication systems. Her research addresses the relationships between communication, power, and influence in the public sphere, with particular attention to the mechanisms through which institutional and social actors articulate strategies of projection and influence in the global context. She has participated in several academic publications and research projects focused on the study of political communication, public diplomacy, and cultural mediation in international contexts. Her trajectory is characterized by an interdisciplinary approach that integrates perspectives from communication, political science, and international relations to understand processes of interaction and the construction of legitimacy in the global public sphere.
